Instruction Manual for Biomass-Fuelled Heating and Cogeneration Plants with District Heating Networks
In order to support operators of biomass-fuelled heating
and cogeneration plants in a sustainable manner, C.A.R.M.E.N. is organising
a group project in co-operation with the Arbeitsgemeinschaft für
Wärme und Heizkraftwirtschaft, AGFW e.V. (Working Group for Heat
and Heat and Power Industry) and various companies interested in the subject.
It is the project's target to compile a model instruction manual for the
operation and maintenance of biomass-fuelled heating and cogeneration
plants with district heating networks.
There are laws, ordinances, and technical regulations to ensure legal
certainty for the organisation of biomass-fuelled heating and cogeneration
plants. The operators are obliged to meet these legal requirements. Therefore,
instruction manuals containing guidelines for the organisation of operational
procedures are essential. If legal entitlements emerge, these manuals
can be helpful for operators and can also ensure failure-free and efficient
operation.
Due to C.A.R.M.E.N.'s competence in realising biomass projects, AGFW's
experience with instruction manuals, and first-hand reports of operators,
it will be possible to finish the project within a few months.
In November 2003, the first project presentation took place in Straubing.
The study group founded there already met in December for the first time.
The next meeting is planned for March 2004.
The participating operators of biomass-fuelled heating and cogeneration
plants being very interested in a quick project realisation and the preliminary
work already done, the completion of the model instruction manual is to
be expected by May 2004.
The instruction manual will deal with the following topics: a guideline
describing the purposes of the plant, operating instructions as binding
standards for job, plant, and operational safety, maintenance check lists
and time schedules for necessary maintenance work.
All those participating in the project receive a CD-ROM on which the contents
of the handbook are stored. It enables them to adjust the manual to the
requirements of their particular plants. In addition to that, updated
laws, ordinances, and technical regulations will be made available to
each operator for a period of several years.
Operators of biomass-fuelled heating and cogeneration plants who wish
to take part in the compilation of the model instruction manual (thereby
also gaining cost advantages) are invited to contact C.A.R.M.E.N. immediately.

C.A.R.M.E.N. Organises Informative Talk in Munich
"Compostable Starch Bags for Municipal Biowaste Collection"
is the title of a series of informative talks organised by C.A.R.M.E.N.
this winter. The event appeals to political decision-makers, to those
in charge of biowaste in regional and local authorities and municipal
administrations, and to composting, fermentation, and waste management
experts.
The informative talk for Upper Bavaria and its neighbouring administrative
districts takes place in Munich on February 4th, 2004. All those interested
in the subject should meet at ten o'clock in the seminar building of the
Chamber of Handicrafts for Munich and Upper Bavaria, Max-Joseph-Str. 4.
Another expert talk will be held in Bamberg early in March. It is the
intention of the talks to introduce compostable starch bags, thus facilitating
the handling of biowaste (see nawaros® 04/03).

Bioheat in Obernsees
Obernsees thermal spa is a place for recreation. The spa
is heated in an environment-friendly manner by the neighbouring heating
plant whose second biomass boiler with an output of 800 kW was officially
put into operation on December 9th, 2003. The rural district - the driving
force of the project - was represented by Dr. Dietel, the local authority
by mayor Birner. Karl Hanglberger, C.A.R.M.E.N., congratulated the community,
the rural district, and the operators of the heating plant that could
be enlarged only five years after its opening.
The biomass-fuelled heating plant with a 450 kW biomass boiler was put
into operation in 1998 for the heat supply of the thermal spa. The spa's
spring water is ideally complemented by bioheat for saunas, showers, and
the heating system. After enlarging the thermal spa it became necessary
to extend the heating plant, too. 493,000 euros were calculated for that.
The operators applied to the Free State of Bavaria for a subsidy of 30
per cent.
78 farmers deliver wood chips to the heating station. 8,800 tons of wood
chips have been used since the plant's opening. This corresponds to a
net product of nearly 400,000 euros. A total of approximately 2,300 tons
of wood chips will annually be needed in future.

Expert Discussion on Biogas
In co-operation with the Bayerischer Bauernverband, BBV
(Bavarian Farmers' Association), and the Arbeitsgemeinschaft Landwirtschaft,
AGL (Working Group for Agriculture), Altötting, C.A.R.M.E.N. organised
an expert discussion on the subject "Kilowatt instead of Kilograms".
The discussion appealed to farmers who had hardly dealt with biogas plants
before.
First, Johann Bachmaier, department of agriculture of Altötting-Mühldorf,
presented a calculation model to the 50 participants of the discussion.
This model helps assess the economic efficiency of biogas
plants. Subsequently, Hans Geiler, department of agriculture of Rosenheim,
explained the utilisation and application of fermentation residues. He
also talked about the new fertiliser ordinance that has just been put
into effect. Afterwards, C.A.R.M.E.N. project manager Robert Wagner explained
how a biogas plant functions and how many hours of work have to be spent
on it. The lectures were followed by a vivid discussion.

Intelligent Energy
"Intelligent Energy - Europe" (EIE), a programme
of the European Union, was presented in Brussels on November 28th, 2003.
The support programme was adopted by the European Parliament and the Council
in order to support the European Union's policies in the field of energy
as laid down in the Green Paper on Security of Energy Supply and in the
White Paper on Transport. New directives were passed for its implementation,
e.g. the directives on renewable electricity, on the energy performance
of buildings, and on biofuels. It is the programme's aim to support sustainable
development in the energy context, making a balanced contribution to achieving
the general objectives of security of energy supply, competitiveness,
and environmental protection (Art. 1 of the programme decision).
The programme is structured in four fields, supporting only
non-technological actions:
"Save" refers to the improvement of energy efficiency and the
rational use of energy, in particular in the building and industry sectors.
"Altener" aims at the promotion of new and renewable energy
sources for the centralised and decentralised production of electricity
and heat and their integration into the local environment and the energy
systems.
"Steer" supports initiatives relating to all energy aspects
of transport.
"Coopener" supports initiatives relating to the promotion of
renewable energy sources and energy efficiency in the developing countries.

C.A.R.M.E.N. at the Trade Fair for Education and Training
Special Presentation "Agriculture and Food - Learning
from Experience"
From February 9th to 13th, 2004, C.A.R.M.E.N. and nine further associations
and organisations will be presenting a comprehensive range of teaching
and information material at the Trade Fair for Education and Training
in Cologne (number 58, hall 13.2, aisle E).
At the "Pillar of Renewable Raw Materials", alternative products
such as tableware made of starch, bags for biobins, and a mattress on
the basis of vegetable oil can be felt and touched. Moreover, the stand
does not only offer information on farms as places for teaching and learning
outside the classroom but also the opportunity to ask farmers questions
about their practical work.
Apart from C.A.R.M.E.N., the following participants will be present at

C.A.R.M.E.N. Calendar 2004
The C.A.R.M.E.N. Forum "Renewable Raw Materials"
takes place in the ducal castle of Straubing on March 22nd, 2004. Its
motto is "EU East Enlargement - Determining Factors, Potentials,
Opportunities".
The co-operation partner for the economic forum is the Chamber of Industry
and Commerce for Lower Bavaria, Passau.
This year's C.A.R.M.E.N. Symposium is held in Wuerzburg on July 5th and
6th, 2004. Potential CO2 savings in the energetic, industrial, and solar
field will be discussed at the Fortress Marienberg.

Market Incentive Programme for Renewable Energies
The new regulations of the market incentive programme for
renewable energies have been valid since January 1st, 2004. For the year
2004, a funding amount of 200 million euros is available. The funding
means are to be steadily increased to 230 million euros by 2006.
Up until now, only private or self-employed persons and small and medium-sized
enterprises (SME) have been entitled to apply for funding. Now, also municipalities,
municipal institutions, and churches can make applications. Self-employed
persons and SME cannot be considered before the regulation has been approved
by the EU Commission. This is expected for the middle of the year 2004.
These are the most important changes in the field "Energy from Biomass":
- The subsidy for automatically charged plants with a nominal thermal
output of 8 kW to 100 kW has been increased from 55 euros to 60 euros
per kW. Plants with a boiler efficiency of at least 90 per cent receive
a minimum funding of 1,700 euros. The minimum funding for stoves without
thermal insulation and connection to the central heating system amounts
to 1,000 euros. Funding depends on the precondition that the plants have
got a firing output regulating system and an automatic ignition system.
- Manually charged lump wood boilers with a nominal thermal output between
15 and 100 kW have been re-integrated into the funding regulations. The
subsidy amounts to 50 euros per kW. The minimum funding for plants with
a boiler efficiency of at least 90 per cent is 1,500 euros. Again, funding
depends on the precondition that the boiler has got a firing output regulating
system. Moreover, the boiler must have a buffer storage with a minimum
volume of 55 litres per kW of nominal thermal output.
- There are essential improvements for plants with a nominal thermal output
of more than 100 kW. Apart from low-interest credits and a slightly increased
partial remission of debts amounting to 60 euros per kW, it is now possible
to receive a partial remission of debts for the district heating network.
It amounts to 50 euros per metre of pipeline if a minimum heat purchase
of 1.5 MWh per year and pipeline length can be proved (maximum funding
600,000 euros).
- CHP plants also benefit from the new regulations: In addition to the
low-interest credit there is also a partial remission of debts amounting
to 250 euros per kWel up to an output of 250 kWel.
- Funding in the field of biogas remains unaltered.

300 Pieces of Information on the Environment
Since 1996, the German Federal Ministry for the Environment (BMU) has
been offering a comprehensive web site under the address: http://www.bmu.de.

the Ministry for the Environment has now compiled information sources
on the internet dealing with the subject "environment".

Abrasion of Wood Pellets
The abrasion behaviour belongs to the essential
quality characteristics of wood pellets. It becomes apparent in transit
and when the pellets are blown into the storage room of the end user.
The abrasion test for pellets is standardised. In Austria it is conducted
by means of a "Ligno Tester" according to ÖNORM (Austrian
Standard) M 7135.
Manufacturers producing pellets in accordance with this ÖNORM control
their production every week. Once a year, an approved testing institute
examines their products. The Österreichisches Forschungsinstitut
für Chemie und Technik, ofi (Austrian Research Institute for Chemistry
and Technology), conducted a ring test on the mechanical strength (abrasion
resistance) of wood pellets. It was the target of the test to control
the test equipment and to ensure data comparability. Results: The Ligno
Tester is unsuitable as a reference method, which should produce objective
test results that are highly repeatable. A test method on the basis of
a rotary drum appears to be more useful.
