Biomass Days Promote EU Targets
In the course of a parliamentary evening on September 9th,
2003, in the European Parliament in Brussels, Karl Kellner, New and Renewable
Energy Sources Department Head of the EU Commission, stressed the significance
of the Biomass Days for achieving the EU target of increasing the use
of biomass in Europe.
More than 150 guests from Belgium, Bulgaria, Finland, France, Italy, Austria,
and Germany accepted the invitation to this evening with the opening of
the C.A.R.M.E.N. exhibition "Within the Cycle of Nature" and
informed themselves on the European Biomass Days of the Regions.
Franz Xaver Mayer, the spokesman for agricultural policy of the European
group of the CSU in the European Parliament, Josef Miller, the Bavarian
State Minister of Agriculture and Forestry, and Reinhold Erlbeck, the
chairman of the Bavarian co-ordinating agency for renewable raw materials
(C.A.R.M.E.N. e.V.), had invited to this evening.
The European Biomass Days are under the auspices of the Vice President
of the EU Commission, Loyola de Palacia del Valle-Lersundi. She sent Karl
Kellner as her representative to the parliamentary evening. He commented
on the EU programmes for the promotion of regenerative energies and announced
the Biomass Days of the Regions 2003. Funded by the Altener programme
of the EU, they are taking place throughout Europe from September 28th
to October 5th, 2003. It is their goal to arouse public interest in the
significance of renewable raw materials.
Franz Xaver Mayer, the patron of the C.A.R.M.E.N. exhibition with more
than 600 exhibits, welcomed the numerous guests. He underlined the significance
of renewable raw materials as an alternative to fossil raw material resources
that are only available in limited amounts.
In his welcoming address, C.A.R.M.E.N. chairman Reinhold Erlbeck explained
the background of this EU-wide action that already takes place for the
fifth time. C.A.R.M.E.N. is in charge of the overall co-ordination and
organises the German- and EU-wide media coverage in co-operation with
the other co-ordinators. The participants are listed on the internet (http://www.biomass-days.org).
As the representative of the Bavarian Minister of Agriculture, Josef Miller,
Erlbeck emphasised Bavaria's achievements in the field of renewable raw
materials. The president of the Association of European Biomass Organisations
(AEBIOM), Prof. Dan Asplund, called upon European decision-makers to create
favourable economic conditions for the development of bioenergy in Europe
according to the principle of sustainability. With the words "We
have no other choice," he appealed to all those present to give their
support to renewable raw materials.
AEBIOM is responsible for the organisation of the Biomass Days in Europe.
Through its members it reaches biomass organisations in 24 European countries.

C.A.R.M.E.N. at the East Bavarian Exhibition
From August 9th to 17th, 2003, the Zweckverband Abfallwirtschaft
(ZAW-SR) ('waste management union of the city and the region of Straubing')
and C.A.R.M.E.N. shared a common stand at the East Bavarian Exhibition
in Straubing. The visitors to the exhibition could get information there
on the pilot project "Compostable Biowaste Bags on the Basis of Starch"
(see also nawaros® 08/2003). Numerous little visitors of the information
stand were happy that not only bags can be made of starch: They had the
opportunity of making fantasy figures and objects from maize fluppies.

C.A.R.M.E.N. in Croatia
From August 18th to 20th, 2003, C.A.R.M.E.N. project manager
Hubert Maierhofer travelled through the regions of Nasice and Delnice.
He collected information on the spot about possible projects of wood chip-fired
heating stations. The contact between C.A.R.M.E.N. and Croatia was established
in April 2002. A delegation of three members of the Croatian National
Forest Administration had then visited C.A.R.M.E.N. in order to get information
about possible applications of renewable raw materials (see nawaros®
05/2002). Since more than 80 per cent of the forests are state-owned in
Croatia, there is an enormous potential for the energy production of wood.
After arriving by night train in Zagreb, Maierhofer first travelled by
car towards the east to Nasice. There, he visited the repair workshop
of the management with two buildings and an administrative building. At
present, the buildings are heated with natural gas and an old lump wood-fired
boiler. Natural gas-heated barracks of the Croatian army are located nearby.
At the moment studies are being conducted to analyse how these buildings
can be heated by a wood chip-fired heating station.
After an overnight stay in Nasice, Maierhofer travelled to Delnice (west
of Zagreb) on the next day. In Delnice, the Forest Administration received
a new oil-fired heating a few years ago. 300 metres away there are a hospital,
a primary school, a kindergarten, and a gym with an indoor swimming pool.
The school, the kindergarten, and the gym (school complex) are heated
by a central heating station. The prerequisite for building a biomass-fired
heating station would be the connection of the school complex.
The second overnight stay was in Senje on the Adriatic Sea. Then the journey
continued to the forest authority of Krasno (south of Zagreb). People
there are thinking about having a new heating system installed. The forest
authority is heated by a lump wood-fired boiler. This old boiler could
be replaced by a wood chip-fired plant with a heat buffer. Behind the
building, a wood chip bunker could be built on the slope. The bunker is
to be filled from above. It is also planned to build a wood chip-fired
heating plant for the forest administration in Gospic. C.A.R.M.E.N. already
worked out a project study in 2002. Apart from the new building of the
forest administration - the shell of which is already complete - also
the grammar school and the primary school will probably be connected to
the plant.
C.A.R.M.E.N. is going to work out new or to adapt existing project outlines
of all objects visited by Maierhofer.

Bavaria's Energy Balance
The data compilation for the year 2001 brings it to light:
The share of biomass in the supply of primary energy is increasing in
Bavaria.
In 2001, the share of biomass in primary energy consumption amounted to
3.76 per cent. In comparison to the years before, biomass developed further
in the energy sector. In 2000, this share still amounted to 3.65 per cent.
So an increase by 5 per cent was attained. At national level, the share
of biomass in energy consumption only amounts to 1.9 per cent.
The data on the energetic use of biomass are annually compiled by C.A.R.M.E.N.
The positive development in Bavaria was enabled by the funding policy
of the Bavarian government. According to the Bavarian Minister of Agriculture,
Josef Miller, about 185 million euros have mainly been invested in the
energy generation from renewable raw materials since 1999. 153 million
euros of this sum are from Bavarian state funds.


Straubing-Bogen Testing RapsAsphalt (Rapeseed Asphalt)
In the rural district of Straubing-Bogen the first road
asphalted with Rapeseed Asphalt can be used. On September 2nd, 2003, more
than 2.5 tons of this bituminous emulsion on the basis of rapeseed oil
were applied to the common road of Gaißing-Einfürst that connects
Bogen-Degernbach and Schwarzach. 2,000 square metres were asphalted with
this amount. On this test track the rural district administration of Straubing-Bogen
tests the technology used and gains experience in order to treat also
longer distances in the future.
The Rapeseed Asphalt was developed by the Austrian company Vialit Asphalt
Ges.m.b.H. & Co. KG that was given an award for its product within
the framework of the Austrian impulse programme "Intelligent Applications
of Renewable Raw Materials". Rapeseed Asphalt is perfectly suited
for the surface treatment of roads, causes an increase in surface density,
reduces tear and wear, and prolongs service life. So it becomes possible
to replace a considerable part of the mineral oil-based bitumen by a domestic
and renewable raw material - rapeseed oil. This oil can be produced by
domestic agriculture because each square metre of Rapeseed Asphalt contains
the rapeseed oil of one square metre of a rapeseed oil field.
The company Klaus Straßenunterhalt GmbH was in charge of the works
of the road. Assisted by C.A.R.M.E.N. and the Bavarian Ministry of Agriculture
and Forestry, this company already looks after a project with test tracks
in the regions of Feuchtwangen, Ansbach, Dombühl, and Dingolfing-Landau.
The bituminous emulsion containing four per cent of rapeseed oil is tested
there under local conditions such as traffic density and weather.

Miller Visited Metzeler
On September 11th, 2003, the Bavarian State Minister of
Agriculture and Forestry, Josef Miller, visited the company Metzeler-Schaum
GmbH in Memmingen. On a walk round the firm he gathered information on
product range and new developments.
In July 2003, the Bavarian Minister-President awarded the Support Award
for Renewable Raw Materials 2002 of the Bavarian State Ministry of Food,
Agriculture and Forestry to the innovative company (see nawaros® 08/2003).
The Bavarian company was given the award for the development, production
and marketing of the Rubex® Nawaro mattress.
According to the motto "Crude oil is finite; oil plants are regenerative,"
Metzeler Schaum GmbH uses a polyurethane soft foam for its Rubex®
Nawaro mattress. Normally, this foam is produced of two mineral oil-based
components (polyols and isocyanates). If water is added, they split off
carbon dioxide (CO2) that acts as a blowing agent as in yeast dough. Assisted
by C.A.R.M.E.N. and the Bavarian Ministry of Agriculture and Forestry,
Metzeler GmbH developed a cold foam type the polyol component of which
is based on sunflower oil.
After presenting the first models in the beginning of the year 2001, the
large-scale production has been running since autumn 2001. On his visit
Miller was able to put a symbolic bow-tie on the 100,000th mattress. Meanwhile,
the complete production has been changed to vegetable oil. By the way,
when the old mattresses are disposed of by thermal utilisation, less climate-relevant
emissions occur.
The same process is used to produce and market a range of bath sponges
on the basis of sunflower oil for the whole family. The use of vegetable
oil-based cold foam for car and plane seats is presently being tested.

C.A.R.M.E.N. asked manufacturers and producers about their
prices in August. These are the mean values:
- vegetable oil: 0.67 euros/l
- wood pellets: 182.62 euros/t.

Funding Rates for Biogas
As at August 1st, 2003, agricultural biogas plant in Bavaria
are funded according to a changed rate:
25 per cent of the fundable investment cost, with a maximum funding amount
of 80,000 euros per individual applicant or per joint application.
Funding is granted within the framework of the de minimis aid. This means
that a maximum of 100,000 euros as a de minimis aid can be paid within
three years.

The Production of Bioethanol at Südzucker
With a sum of about 150 million euros, Südzucker AG
starts the production of bioethanol. The money is used to build a production
plant for the annual production of 260 million litres in co-operation
with the existing sugar plant in Zeitz (Saxony-Anhalt).
Due to its low cost wheat is used as raw material for the moment. However,
the plant is designed for processing other cereals and beet sugar, too.
The foreseeable amendment of the mineral oil tax law in Germany makes
this investment in the field of renewable raw materials attractive for
Südzucker because bioethanol will also be tax-exempt as a direct
petrol additive or component of the octane improver ETBE. So far this
only applied to pure biofuels such as rapeseed methyl ester. Different
from engines in Brazil, for example, Otto engines in German vehicles are
not suited for operation with bioethanol. The EU standard for automotive
fuel for Otto engines, however, already allows the admixture of up to
five per cent of bioethanol as a direct petrol additive.

DIN V 4701-10 Corrigendum
The revised version of DIN V 4701-10 is now available
as 2003-08 edition. Now it is possible to calculate the primary energy
requirement and the plant expenditure of wood heatings. Apart from these
evaluations, the primary energy requirements can be shown. The revised
version will come into force as soon as it is included into the energy
saving directive. This is planned for November 2003.
